This park is planned, not open. It will be the first New York State park inside the City of Rochester: about 40 acres on both sides of the Genesee River gorge at High Falls, with more than 2.5 miles of trails and an overlook at the base of the 80-foot waterfall.
New York State released the framework plan on 21 October 2025. Construction is expected to start in phases in late 2026, as the former industrial land along the river is cleaned up. The first phase enlarges the city park at High Falls Terrace.
